Singapore Takes Over ASEAN Defense Chairmanship from Philippines
The Philippines has officially transferred the chairmanship of key ASEAN defense forums to Singapore, emphasizing regional cooperation.
On October 30, 2026, the Philippines officially transferred leadership of two significant ASEAN defense meetings to Singapore, marking a pivotal moment for regional security collaboration.
Transfer of Leadership
The ceremony took place in Lapu-Lapu City, Cebu, where Philippine Defense Secretary Gilberto Teodoro Jr. passed the chairmanship of the ASEAN Defense Ministers' Meeting (ADMM) and the ADMM-Plus to Singapore's Defense Minister Chan Chun Sing. This transition comes as Singapore commits to enhancing cooperation in addressing evolving security challenges.
Singapore’s Vision for Regional Security
During the ceremony, Minister Chan articulated Singapore’s approach to defense collaboration, emphasizing the need for adaptability and resilience in the face of varied threats. These threats include climate change, cyber warfare, traditional conflicts, and humanitarian crises.
“Our job is not to look for yesterday’s answers to yesterday’s questions,” Chan remarked. “Our challenge is always to rise to the occasion and look for tomorrow’s answers for tomorrow’s challenges.”
Enhancing Cooperation and Relevance
Chan also underlined the importance for ADMM and ADMM-Plus to remain relevant amid current and future security issues. He called for deeper cooperation among ASEAN member states as well as with dialogue partners to meet these challenges effectively.
In his closing remarks, Secretary Teodoro expressed optimism about the outcomes of this year’s defense meetings, stating that they had laid a robust foundation for future collaboration. He praised the collective efforts involved in monitoring the ceasefire between Cambodia and Thailand, supported by the ASEAN Observer Team.
Looking Ahead
Teodoro assured that the Philippines would work closely with Singapore to ensure a smooth transition of leadership. He emphasized the continued need for peaceful solutions to regional security issues, while reinforcing the vital role of unity and solidarity within ASEAN.
The ADMM serves as ASEAN's supreme consultative and cooperative defense mechanism, while the ADMM-Plus involves ASEAN alongside eight dialogue partners to bolster defense and security cooperation across the region.
