Brasilia, December 10 — Chief of Naval Staff Admiral Dinesh K. Tripathi met Admiral Marcos Sampaio Olsen, Commander of the Brazilian Navy, to discuss widening cooperation between the two navies across defence industry, technology, innovation, training and capacity building.
The discussions focused on strengthening operational engagement, training exchanges, hydrographic collaboration, information sharing and enhancing Maritime Domain Awareness. Both sides explored collaboration in defence industry partnerships, technology development, exchange of best practices and support for capacity building initiatives.
The high-level talks reaffirmed a mutual commitment to deepen strategic convergence and expand the India–Brazil maritime partnership, with the stated aim of contributing to stability in the global maritime commons, particularly for countries of the Global South.
A tripartite memorandum of understanding was signed by the Indian Navy, the Brazilian Navy and Mazagon Dock Shipbuilders Limited to enable exchange of information on maintenance of Scorpène-class submarines and other naval vessels. The MoU seeks to improve life-cycle support, facilitate experience sharing in maintenance, logistics and training, enhance cooperation between government agencies and industry, and support defence R&D and technological innovation for sustaining Scorpène platforms and other naval assets.
The visit builds on recent bilateral exchanges: a 40-member delegation from Brazil’s Naval War College visited India’s Naval Headquarters in November to discuss expanded maritime training cooperation, and a Brazilian defence delegation led by Admiral Guilherme Da Silva Coasta visited the College of Defence Management and the Headquarters Integrated Defence Staff.
In July, Prime Minister Narendra Modi’s visit to Brazil produced a strategic roadmap for the coming decade around five priority pillars, including defence and security. A joint Ministry of External Affairs statement noted convergent views on defence and security, welcomed growing defence cooperation, the Agreement on the Exchange and Mutual Protection of Classified Information, and the establishment of a Bilateral Cybersecurity Dialogue to deepen cooperation on cyber issues.
