The New York Times reported, citing a U.S. official, that the U.S. Coast Guard is allowing a Russian government‑owned tanker carrying crude oil to proceed toward Cuba, potentially easing the island’s worsening fuel shortage. Ship‑tracking data cited by the Times indicated the vessel, carrying about 730,000 barrels, was located just miles from Cuban territorial waters and was expected to reach the port of Matanzas by Monday night.
