South Asia Develops Framework for Circular Economy Initiative

Regional Collaboration for Sustainable Solutions

South Asian nations are taking significant steps towards establishing a regional framework for a circular economy, with an action plan set to be implemented from 2026 to 2030. This initiative aims to tackle the pressing challenges of waste management while fostering sustainable business practices across the region.

Insights from the Regional Forum on Circular Economy

The discussions surrounding this framework took place during the Regional Forum on Circular Economy in South Asia, held on October 19 and 20 in Colombo. The forum brought together business leaders, policymakers, environmental specialists, and various stakeholders to explore collaborative strategies.

This event was co-hosted by the SAARC Chamber of Commerce and Industry (SAARC-CCI) alongside the Federation of Chambers of Commerce and Industry of Sri Lanka (FCCISL). They collaborated with the Institute for Global Environmental Strategies (IGES) and HELP-O Sri Lanka, showcasing a unified approach to sustainability.

Waste Management Statistics and Challenges

According to a concept paper presented at the forum, South Asia produced around 346 million tonnes of municipal solid waste in 2022, with projections indicating significant growth by 2050. The region continues to grapple with substantial challenges, including poor waste collection practices, lack of segregation at source, open dumping, and underdeveloped recycling markets.

Priority Sectors for Circular Economy Initiatives

The proposed roadmap prioritizes six key sectors: plastics, textiles, agriculture, electronic waste, construction, and tourism. These sectors have been identified as critical areas for implementing circular economy practices and improving overall sustainability.

At the forum, participants emphasized the importance of strengthening regional cooperation, enhancing access to financial resources and advanced technologies, and expanding the recycling market. These strategies aim to support businesses as they shift towards more sustainable, circular economy practices.

Implementation Strategy Through 2030

The roadmap outlines a phased approach for rolling out the circular economy framework, beginning with essential groundwork from 2026 to 2027. The subsequent years will focus on scaling up initiatives and integrating diverse sectors, while 2029 to 2030 will be dedicated to consolidating progress and reviewing outcomes.

A draft of the SAARC-CCI Colombo Declaration on Circular Economy was also set to be discussed, which seeks to pinpoint regional priorities and establish a follow-up mechanism for the implementation of these initiatives. This declaration plays a pivotal role in aligning efforts across South Asia to meet the growing environmental demands.
