The current structure of international relations is facing a nonlinear crisis that goes far beyond a regional military clash.
Escalating military activity in the Middle East—centered on strategic maritime chokepoints such as the Strait of Hormuz, the Suez Canal and the Bab al-Mandab—has exposed deep material and moral weaknesses in a hyper‑optimized global system.
Public discussion has largely centered on energy markets and short‑term crude price swings. Yet a quieter, more destructive crisis is unfolding where global logistics, human security and food supply chains meet.
For decades global freight planners and policy makers treated major sea lanes as effectively permanent and predictable. That assumption enabled an era of extreme efficiency: “just‑in‑time” logistics that minimized inventories and maximized turnover. But stripping networks of redundancy has also removed resilience. When maritime routes are interdicted or threatened, those networks are acutely vulnerable.
Agricultural goods and humanitarian consignments are not fungible industrial inputs; they are perishable, operate on narrow margins and cannot absorb long delays. In response to recent maritime disruptions, many officials have pointed to overland intermodal corridors—above all the Trans‑Caspian “Middle Corridor”—as an emergency alternative that can scale to replace lost sea capacity. Our institute tested that claim with a network flow optimization model using the Edmonds‑Karp maximum‑flow algorithm; the results are stark.
Under maximum stress the Middle Corridor saturates at about 12 intermodal container trains per day. With an average of roughly 100 TEU per block train, that yields about 1,200 TEU per day. By comparison, a single modern ultra‑large container vessel (ULCV) can carry up to roughly 24,000 TEU. The entire daily throughput of the overland corridor equals only about 5% of the cargo displaced by one ULCV.
The principal pinch point is the Caspian transshipment between Aktau (Kazakhstan) and Baku (Azerbaijan). Attempting to push volumes beyond the roughly 1,200 TEU daily ceiling causes yard dwell times to leap from a baseline near 48 hours to more than 240 hours—ten days—creating severe port gridlock. Shortages of rail‑car ferries and delays at gauge‑change transshipment points (from 1,520 mm to 1,435 mm) further reduce effective capacity. In short, land corridors cannot substitute for ocean routes for bulk food logistics.
With overland routes quickly saturated, traffic must detour around Africa via the Cape of Good Hope. While ocean capacity there is effectively unconstrained, the detour adds about 3,500–4,000 nautical miles and 10–14 days of transit time. It also increases fuel consumption per voyage by roughly 450–600 metric tons, raising operational costs by an estimated 34.6% per trip.
For low‑margin agricultural commodities—wheat, corn and similar staples—those extra transport costs cannot be absorbed by shippers or relief agencies and are passed straight through to consumers. Our model projects that within 14 days of a chokepoint closure, the resulting delays trigger panic buying and localized shortages; within 30 days, higher transport costs reach retail markets and basic food prices in import‑dependent regions (notably East Africa and much of the Global South) rise by an estimated 15%–22%.
In countries where households already spend upwards of 40% of income on food, such logistics‑driven inflation directly reduces caloric intake and sharply increases the risk of localized famine. This chain of causation makes clear: maritime security is not a commercial convenience for shipping lines—it is a fundamental pillar of global human security.
Reactive crisis management will not suffice. To prevent logistics shocks from becoming catastrophic humanitarian disasters, the international community must adopt structural, coordinated measures. We recommend three immediate policy actions:
1) Create an International Humanitarian Logistics Shielding Fund (HLSF). Convened by the United Nations with the World Bank and the G20, the HLSF would subsidize the roughly 34.6% increase in transport costs caused by long detours by covering emergency war‑risk insurance premiums and fuel surcharges for certified vessels carrying essential grains, fertilizers and medical supplies. Insulating transport costs at the institutional level would prevent those costs from cascading to retail prices in vulnerable markets.
2) Establish legally binding, demilitarized “Blue Corridors” for civilian vessels carrying life‑sustaining cargoes. International maritime frameworks should be used to designate and enforce protected transit zones in or near conflict areas, backed by international humanitarian law. Essential food shipments must be insulated from broader geopolitical disputes and afforded clear, enforceable protection.
3) Prioritize structural investments to relieve capacity constraints in secondary intermodal networks. International development banks should fund expanded rail‑car ferry and container‑feeder fleets on the Caspian, automated terminal handling and equipment to reduce yard dwell times from days to under 36 hours. While overland routes cannot replace deep‑sea shipping for bulk cargo, these upgrades would allow land corridors to handle time‑critical, high‑value emergency consignments more effectively.
Science, logistics analysis and human ethics must align. The current instability in the Middle East and the resulting maritime bottlenecks reveal the limits of economies built solely on hyper‑optimization. Likewise, returning to old‑style power politics and military escalation will not secure global stability.
Instead, policymakers should adopt a pragmatic framework of evolutionary realism: treat global order as an interconnected system of shared vulnerabilities and make human security—the protection of lives and basic needs—the guiding metric of governance. Without sustained financial and diplomatic commitment to protect vital transport routes and to bolster alternative logistics capacity, rising transport costs will translate, in time, into preventable loss of life.
