Moscow, May 19, 2026 — Russian President Vladimir Putin met with New Development Bank (NDB) President Dilma Rousseff at the Kremlin as she visits Moscow for the bank’s annual Board of Governors meeting.
The meeting coincides with the NDB’s key annual gathering, hosted by Russia for the first time in 19 years. This year’s programme centers on “Development Financing in an Era of Technological Revolution,” with seminars and thematic sessions addressing technological innovation and financing for development across sectors.
According to the Kremlin, Putin welcomed the opportunity to review the bank’s current operations and future direction. He also noted Russia’s new NDB vice‑president, Roman Serov, who took up his post about six months ago, underlining Moscow’s engagement with the institution.
Rousseff and Putin exchanged views on the NDB’s ongoing activities and cooperation with Russia. Rousseff described the meeting as an important honour and said the bank has worked closely with Russian officials, including Finance Minister Anton Siluanov and Deputy Chief of Staff Maksim Oreshkin.
She thanked Russian representatives for their support in addressing the bank’s challenges and conveyed greetings from Brazilian President Luiz Inácio Lula da Silva to Putin.
During her Moscow visit, Rousseff is scheduled to take part in the NDB Flagship Governors Seminar, several thematic sessions on technological advancement and development financing, the Board’s formal business session, and a concluding press conference.
