New Delhi, May 24, 2026 — The 11th Annual BRICS Counter Terrorism Working Group (CTWG) Plenary and its Sub‑Group meetings took place in New Delhi on May 21–22 under India’s chairship, marking a decade since the CTWG’s creation. The sessions, hosted by India’s Ministry of External Affairs, brought together senior counter‑terrorism officials from BRICS countries to review cooperation and chart future priorities.
Sibi George, Secretary (West) in the Ministry of External Affairs, delivered the keynote address at the inaugural session. He stressed the need for collective, coordinated action across BRICS to confront the global threat of terrorism and called for making the CTWG more resilient, constructive, innovative, inclusive and result‑oriented. He also thanked fellow BRICS partners for their solidarity and support after the Pahalgam terrorist attack in Jammu and Kashmir on April 22, 2025, and reiterated India’s policy of zero tolerance toward terrorism.
The meetings were chaired by Vinod Bahade, Joint Secretary (Counter Terrorism) in India’s MEA. Delegates condemned the Pahalgam attack and other terrorist incidents affecting BRICS countries, reaffirming their commitment to deepen counter‑terrorism cooperation. Discussions covered the full spectrum of counter‑terrorism measures, including evolving financing methods, radicalization, and the misuse of new and emerging technologies by violent actors.
The plenary was preceded by meetings of five thematic subgroups addressing specific areas of cooperation. Randhir Jaiswal, Official Spokesperson for the MEA, highlighted that Secretary (West) emphasized a robust collaborative approach to tackle emerging challenges while upholding zero tolerance for terror.
