Vietnamese General Secretary and President To Lam arrived in New Delhi on May 5 to begin his first state visit to India. He was received on arrival by Minister of State for Home Affairs Nityanand Rai. Ministry of External Affairs spokesperson Randhir Jaiswal noted on X that 2026 marks the 10th anniversary of the India‑Vietnam Comprehensive Strategic Partnership and said the visit will further strengthen the multifaceted bilateral relationship.
Bihar Chief Minister Samrat Choudhary also welcomed To Lam on arrival in Gayaji, describing the city as rich in spirituality, culture and heritage, and saying the visit would bolster ties between the two countries. To Lam, who also serves as General Secretary of the Communist Party of Vietnam’s Central Committee, will remain in India through May 7.
According to the official itinerary, he will receive a ceremonial welcome at the forecourt of Rashtrapati Bhavan on May 6 and hold high‑level talks with Prime Minister Narendra Modi. The leaders are expected to discuss bilateral cooperation as well as regional and global issues of mutual interest. President Droupadi Murmu will meet the visiting dignitary, and other senior Indian officials are scheduled to call on him. The visit also includes stops in Bodh Gaya and Mumbai.
The MEA said the state visit will give fresh momentum to robust India‑Vietnam ties and open new avenues for cooperation. The trip follows Prime Minister Modi’s April 7 message congratulating To Lam on his election and expressing readiness to deepen the Comprehensive Strategic Partnership, which was elevated during Modi’s 2016 visit to Vietnam.
