New Delhi, April 28 (ANI) — Argentina’s Ambassador to India, Mariano Caucino, has congratulated P. Kumaran on his appointment as India’s High Commissioner to the United Kingdom and praised the progress in bilateral relations during Kumaran’s recent tenure. Caucino conveyed his message on X on April 28, 2026, noting it was a pleasure to work with Kumaran and his team over the past year.
Periasamy Kumaran is a 1992-batch Indian Foreign Service officer with a long record of diplomatic assignments. Early in his career he served in Cairo, Tripoli and Brussels (1994–2003), and later worked at the Ministry of External Affairs in New Delhi as Deputy Secretary (Europe West). His other postings include Regional Passport Officer in Bengaluru, Counsellor in Islamabad, and assignments in Washington and Colombo.
Kumaran was Joint Secretary in the Consular, Passport and Visa Division at the MEA from 2014 to 2016. He served as India’s Ambassador to Qatar from 2016 to 2020 and as High Commissioner to Singapore from 2020 to 2023. In July 2023 he returned to New Delhi as Additional Secretary overseeing Economic Relations and the Development Partnership Administration, was promoted to Special Secretary in the same division, and took charge as Secretary (East) at the MEA on April 1, 2025, before receiving his latest posting to the United Kingdom.
A graduate of IIT Madras with a BTech in Electronics and Communication, Kumaran speaks English, Tamil, Hindi and Arabic. He is married to Ritu Kumaran and they have two sons.
In his recent capacity as Secretary (East), Kumaran represented India at senior officials’ meetings for the East Asia Summit and the ASEAN Regional Forum in Penang, Malaysia. He underscored the East Asia Summit’s role in advancing peace and stability across the Indo-Pacific, pointed to complementarities between India’s Indo-Pacific Oceans Initiative and the ASEAN Outlook on the Indo-Pacific, and voiced concerns about state-sponsored terrorism following the attack in Pahalgam. He described India’s response under “Operation Sindoor” as measured, proportionate, responsible and aimed at avoiding escalation. (ANI)
