New Delhi [India], April 29 (ANI): The US Embassy in India praised Indian law enforcement for its role in disrupting a network that transported precursor chemicals used to manufacture illicit fentanyl destined for the United States. In a post on X, the Embassy said the partnership with Indian authorities was instrumental in breaking key elements of the criminal network distributing these chemicals to cartels.
The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated Satishkumar Hareshbhai Sutaria on April 23 for assisting in the production of illicit fentanyl. OFAC said Sutaria, an India-based supplier of pharmaceutical chemicals, traded in fentanyl precursors and, with salesperson Yuktakumari Ashishkumar Modi, facilitated sales and shipments to Mexico and Guatemala, including N-Boc-4-Piperidone, mislabeling them as “safe chemicals.”
OFAC stated that Sutaria and Modi used India-based companies SR Chemicals and Pharmaceuticals (SR Chemicals) and Agrat Chemicals and Pharmaceuticals (Agrat Chemicals) to carry out these transactions. Indian authorities arrested Sutaria and Modi in March 2025 for their involvement.
Pursuant to Executive Order 14059, OFAC designated Sutaria, Modi, SR Chemicals, and Agrat Chemicals for engaging in or posing a significant risk of contributing to the international proliferation of illicit drugs or their means of production. All property and interests in property of these designated persons within the United States are blocked and must be reported to OFAC. Entities owned, directly or indirectly, 50% or more by one or more blocked persons are also blocked.
Unless authorized by a general or specific OFAC license or exempt, OFAC regulations generally prohibit all transactions by US persons or transactions within or transiting the United States that involve any property or interests in property of blocked persons. (ANI)
